Cannot add tags to pages in wordpress

I cannot add tags to pages or posts in the WP admin. I type it in, but WP will not save them. I can go to WPD and add tags to posts there, but there is no place in WPD to add tags to pages, that I can find.

I'm certain I am over looking something obvious, but I just can't figure it out.
And I have searched the forum but the search functions keeps telling me that my word is too common, to long, or to short.

So how do you add tags to pages?

Pages cannot be tagged. That is one reason most stick to posts.
If I want to make a page out of info, I usually blog it first in a post and then make a page out of it.
I have always done this so that the search engines are sure to acknowledge the information with tags.
Not saying its the right way to go, just what I do.

Forgive my ignorance with this question:

How do you make a page out of a blog post? Do you just cut and paste the post and duplicate in a page?

Or is there a way to merge the two so there aren't two of the same article on the site?

Yes, I just set up a page with the same info as the post, cutting and pasting the information into a static page.
I don't do this very often, but I have done that for say, pages on a cooking website that has information on herb usage,
emergency substitutions or equivalents, because it makes it easier for my readers to find information they use all the time.
I introduce the information to my readers in a blog post so they are sure to see it, and inform them that they will be able
to access it anytime from the new page on the site.
