Is it plaigerism if you provide a linkback?

I know of a few sites that basically rip an RSS feed and call it news. Is this plaigerism? or, something you'd have to get permission to do first?

Plagiarism is taking another's work and claiming it as your own. RSS stands for "really simple syndication" . So taking an RSS feed is merely re-publishing someone elses work. You don't need permission to re-publish the content as long as you don't alter the content by removing embedded links etc. But you need to remember that by republishing RSS you are not providing orginal content and so you won't rank well in the SERP's
